In early 2017, Calumet, Outagamie and Winnebago counties embarked on dissolving a 3 county regional CAD911 partnership. For over a decade, it had served as the conduit for standardized 911 GIS data and workflow processes. The directive of the outgoing counties was that the replacement CAD systems were to provide the same level of service and functionality as had been expected by the joint system. The Fox Valley region is situated between all three counties with a total of 75 municipal divisions and nearly 90 public safety agencies. Many of the municipalities cross borders and numerous agencies participate in automatic aid agreements across county lines. The GIS staff immediately made plans to centralize the 3 county’s 911 GIS data to support the different systems, build an architecture that minimized double (or triple) entry and still allowed each entity to customize their data for the needs of their respective county. This presentation will offer an overview of how we were able to utilize a geodata service to build and maintain a GIS dataset that can be used in 3 different CAD systems while still allowing flexibility for each participant. We will explain the processes used and share some of the challenges we encountered during implementation and ongoing issues that come with making our solution a reality.
